Trimmable Drive

Hello Gang,

Ive been reading tons of rudder posts/opinions and need to make a choice. Would the rudder need to follow the prop when trimmed up and down? As near as I can tell from reading, it needs to be outside the wash? If thats the case, can it be fixed at the higher level and just above the prop when running submerged mode?
