You'll have to elaborate a bit. Is the water leaking into the boat?

Unless they're loose, I doubt tightening the bolts will help; but it's the easiest first step - Just make sure you don't over-tighten and sink them into the transom (plywood I assume). There is a rubber seal that fits between the shield and the transom that's supposed to keep the water out - but they're pretty prone to leaking from what I've seen. People are always putting silicon or some other type of sealant around the transom shield attempting to keep the water out. Hopefully whoever built the boat sealed up the cut-out in the transom to keep it from soaking up that water and rotting out.
Do you have an automatic bilge?
