volvo 270 steering helmet/fork

I recently broke the steering fork on my Volvo 270, I've gotten the helmet and fork off from the outside. I've removed the bolt that tightens the tiller/steering arm on the inside of the transom to the steering post/shaft that would connect to the steering fork. Now I can't get the remaining broken piece of shaft out, any hints -- do I just beat it out from above ????
