No Power Trim

I have a VP 271 C (Chevy 350) with 290 duoprop drive. The last times I have been out with the boat I have noticed that the power trim have become weaker and weaker. Now I cant even trim out when the boat stands still.

It sounds like the pump engine doesn't have enough power. The sound is exactly like a bad battery, but I've checked it and it is OK.

Anyone with experience of this? Is it the pump engine or some internal leak in power trim system that makes some kind of short circuit? How can I find out what's wrong?
