when cheel the ship's vcb>vcb0 ,so vcb in this table is distance from B to ro 10deg base line ？

Calculation of righting lever:

For cross-curves based on KG=0, called KN curves:

GZ (righting lever)= KN - KG*sin(heel)

where in this case:
KN = PN
KG = KMT

The draught is calculated based on the load case. Based on the load case a certain trim and displacement can be calculated using the hydrostatic tables. Based on this data the appropriate cross curves are selected for calculation of the stability curve.
