You can use hovercraft year round and maybe save on marina and docking fees, just fly up on the beach or concrete launching ramp.

This Diesel model carries 10 passengers, smallest one they offer:

A used one just sold on e-bay, they were asking $85,000

Hi , I live in the pacific northwest. Water taxi's are very common here. They are ment for very rough sea conditions in pouring rain. they are mainly used to transport loggers to and from worksites in remote worksites in all weather(Fog, heavy seas, rain and dark) conditions at 30 knot speeds. The interior must have enough defrosting ability to hold up to 20 people depending on size of vessel soaking wet in work cloaths at near zero C tempuatures.

Here is a few manufactures on the west coast.
BridgeView---- http://www.bridgeviewmarine.com/boat...rd-sloping.cfm
Eaglecgraft ---- http://eaglecraft.bc.ca/our-boats/commercial-vessels/
Broadwater ---- http://www.broadwater.bc.ca/Boats.html
Lifetimer ------ http://www.lifetimer.bc.ca/Crew%20Models.htm

Hope this helps
