MAJOR DUTIES:

The selectee of this position serves as a Senior Naval Architect in the Boat Engineering Branch. The Boat Engineering Branch is responsible for initiation, development and review of all design work for new construction, modernization, overhaul, conversion, maintenance, repair and engineering changes of high-speed marine vehicles, small cutters and boats.

The incumbent of this position serves as a senior technical specialist, the responsibilities of which include: plan, develop, coordinate and accomplish large, complicated projects which require multiple manpower and funding, such as cutter design studies, model and full scale test projects, application of state-of-the-art technologies, development of design criteria, hydrodynamic design, sea-keeping and ship motions, maneuvering, habitability and human factors, develop, review and provide recommendations for proposed project requirements, expected results, and budgetary estimates; establish methods and procedures to substantially reduce project costs; oversee the creation of Project Proposal Reports or Engineering Change Proposals to identify and resolve issues of project scope, cost, resources, etc.; ensure that training requirements and integrated logistics support requirements are established; evaluate bid proposals and prepare performance specifications; review vendor submitted drawings; perform the analysis of life cycle cost and total ownership cost; manage the development, evaluation, and improvement of planning document procedures and standards; establish communications with headquarters planning coordinators, area and command staff to communicate and market proposed improvements and new procedures; initiate contact and provide expert technical advice and direction to contractor professionals; and plan, perform and manage projects for feasibility, concept, preliminary, contract and detailed design efforts for new cutters and modifications of existing cutters, where major changes in shipboard equipment or arrangements affect space, weight, structures, stability, speed or cost.

As a Naval Architect with the U.S. Coast Guard, the incumbent will:

Be responsible for all aspects of naval architecture of high speed advanced marine vehicles, small cutter and boats including hydrodynamics, sea-keeping, maneuvering, stability, resistance, propulsion and structure; develop conceptual design studies for proposed vessels based on operational requirements; design and analyze total boat structure and structural components for new boats and cutters; develop plans and specifications for boat design and construction; conduct stress analysis studies for structural outfit; provide technical expertise within the Branch in the field of structural fabrication procedures; troubleshoot naval architecture and marine engineering problems aboard marine craft, determining solutions to those problems; work with computer programs such as NAVCAD, GHS, MAESTRO, ALGOR and ShipConstructor and be familiar with Computer Aided Design with AutoCAD; design boats with emphasis on feasibility,concept, preliminary, contract and detail design of planing and semi-displacement craft including lines plan development, weight estimating, stability, structural analyses and powering requirements; and communicate effectively with others both orally and in writing.
