Looking for Yard Manager

I am thinking of establishing a repair yard for fiberglass boats/yachts here in Qatar. I am looking for experienced yard manager to help me set up this new business. I am keen on a quality startup and therefore looking for a clues where I can find my new yard manager? Any help is appreciated.
