Want to replace cast iron keel on a columbia 45 with a lead keel. looking for a N.A. to help with design and advs. Ves. is used for coastal and offshoare cruising. Thanks - Chuck

varies.
For this, I would charge by the hour. Rates will vary as well, but as with most goods and services, you will get what you pay for. I believe Eric Sponberg is closer to you than I am. I've read of few of his pubs., seems generally competent and well qualified.
