The mini tonner is a class just slightly smaller than the quarter tonners, does anyone know how many boats were built to this rule

In the USA alone, not the hotbed of mini ton (16.0 IOR) racing, we had production boats like the Lindenberg 22, Ranger 22, Santana 20, Mystic Mini Ton, Kiwi Mini Ton, Irwin 21, and others.

There were custom boats like the Kelly "Mr. Bill's Dog" and Peterson "Great White" that were much faster than the production boats. There was even a Carter mini that was basically a scaled down version of the pintail Two Tonner "Mamie".

I believe there was a lot more mini ton activity in Europe/Scandanavia than in the US.

Yes, probably thousands. In Italy the class was very popular, as well as in Sweden. Fontana-Maletto-Navone had several good designs. In the mini-ton cup in Sweden -80? their design Gullisara was the winner. It had an earlier mini-ton cup win as well. Håkan Södergren had designed a mini-tonner to that cup in Sweden called A:et. It was similar in lines to Helmer Bryd, third in the half-ton cup -81? in Sweden. Very fair lines. However, this mini-tonner was simply to small compared to the other boats. Ron Holland designed a mini-tonner similar in hull-design to the quarter-tonner Eygthene. This boat was designed after the famous quarter-tonner Manzanita, but had the typical stern of Eygthene. Nowadays, one doesn't see much of the mini-tonners, sadly.

I just found a photograph of Gullisara winner of the mini-ton cup in -81 and -82. It is designed by Fontana-Maletto-Navone, who had a 2:nd in quarter-ton cup in -79 with Son of a Gun (winner Bullit). Earlier mini-ton designs by this Italian team had wider transoms and longer overhang. But the rule-changes made it like this. Compare the discussion under the post "Old Quarter tonner Magic Bus"

It seems the class was big in the UK as well back in the 80s. The Hunter Sonata was a production mini that sold over 500 units. There were custom minis from many "name" british IOR designers as well.

The Italians also had a bit of activity, it you check the Ceccarelli site or Schiomachen site you will see they also did minis.
