Lost bilge water

On the hard, all my bilge water leaked on to the ground through the keel to hull joint. Doesn't that mean that even if I seal the keel to hull joint, the bilge water will congregate in the keel? How do I remedy this? This is a '76 Columbia 9.6 Read somewhere that Columbia's where famous for keel sump? leaks. How do I access this sump? Can I seal the sump to keep water out of the hull? Thanks
