All depends on what you're going to do with the boat.

If competition, nope: carbon/foam is mandatory (if the jauge rules permit it). That asks for some skills and knowledge, and at my opinion you have to be sure of what you're making...mistakes are very expensive in carbon/foam. And that will be expensive for sure as the price per pound of the materials is rather high..

If fun with a small boat, plywood or strip plank/glass fiber is the choice. The budget is far lower and it's just a kind of carpentry. The most important ingredients are some cleverness and care. But there is nothing very difficult. The few extra pounds won't be a problem.
