Winchgorilla,
The company I'm working for has done a few of these anchoring systems. In fact I just finished the support structure for exactly the same system for a 60' carbon/nomex cruiser/racer. We didn't do the arm because it was made from metal and we don't engineer metal. We have done a few carbon arms but as I said it's not an easy job. I think we ended up doing FE on it.
If you are interested in us doing the engineering please sent me a private email and I'll give you contacts. Since I just did a similar job we might be able to come up with a design quite quickly.

Cheers,
Karsten
