Towing - sterndrive or water jet?

Good day everyone,
I'm new to this forum and boat design as well. I would like to know which drive is better for towing a 1600kg load at 4 to 10 knots. And what horsepower am i looking at (for a diesel engine)? Hope someone can shed some light on this issue.
