with 250 russian nuclear powered subs under dismanteling
new techology is needed to power those missiles around
and yes, whats better than a sub to turn H2O to H2O

Lots of development work being done. The sub application is costly, but should result in higher reliability, so trickle down from all these projects will be there, only question is when.
