The EPA has/did mandate cat conv on inboard SI marine engines but have delayed it till 2011
( who makes a catcon for a 1200HP V8? as are available from several builders today in production boats)
Merc Volvo and Indmar have product on the market today.

AND having a semi sealed fuel tank will help make Ethanols hydroscopic problem go away

Evaporative emissions have started but today only hose and tanks are covered, middle of 2011 charcoal cannisters will be mandatory
No reason that cannot be done today. Could even do a retrofit to older boats.

And for sure theere will be phase in time and different rules for different size manufacturers

and water...Ford did extensive long term tests in the late 70's when they thought they would be using turbo charged cars ( water just coverering up a symptom) and of course when you steam clean engine parts you wash the oil off right so they found ring and bore damage so it never went into production.

Someone here needs to join the SAE and read some papers, as most things we talk about have been chewed up and spat out years ago by the leaders in their fields working for the manufacturers
