Channel cooler sizing

I need to size channel cooler for a tugboat that is using TwinDisc gear with oil cooler that requires 53 gpm water at maximum temperature of 97 F to be supplied to it.
can anyone send me some formula or literature to calculate the length and the size of the channels required. assuming the sea water can get up to 60 degrees.
