140 looper, 6500 rpm is ok or to much?

I have 140 hp evinrude looper, propeller D13 x 21 S.S., It walking to 6500 rpm, but the manual says me that rpm must walk to 5500, the question is What can happen to him, and whatever rpm must walks a motor in normal conditions

Your manual is your best source of info on this. Over-revving an outboard is not a particularly good idea; you may need a steeper prop or lower engine height for your boat.
