custom cat prop needs

well im trying to figure out how to prop this boat. running a 15x17 prop included pic. wot 40-42 mph@5200 rpm cruise 32-35@4500 rpm thought I had prop pretty close. However I towed an 18' boat home at 28 mph@4200 rpm. hull design is odd to say the least, this could be part of the problem. Im thinking a 4 blade might help out with blow out as I raise the motor. any help or ideas would be greatly appriciated.
