What the heck is it for?
I come from the land of large boats, not pleasure fishing boats, and have never seen a "storm sewer" in the middle of a deck before but my 21' Sylvan has one (which I dutifully replaced when I replaced the sole even though I haven't a clue why it is there LOL!)

What & why?

Things get pretty nasty in under-sole storage compartments if they aren't ventilated. If there's storage space down there, it's probably just a vented hatch for you to store oars, skis, dead fish, etc. under. I suspect the cockpit sole is near or below the waterline in this boat, so its utility as a drain would seem questionable.
