Trim gauge problem

Let me start off by saying that I have a yamaha 4 stroke 40hp F40TLRY. My trim guage is in the full up positition no matter what height my motor is. When I turn the ignition, the needle moves a little. I know it is getting power. How can I get it to read accurately? BTW, I have no knowledge about outboards but I don't mind getting greasy. Pics would be great. Thanks in advance.
