I am really new to the boating scene and i was wondering if someone could tell me how i should safely start and run the boat while it is not in the water. Where should i place the hose etc.

Don't do it! Some of the pumps ARE water cooled or supply the cooling water to the engine. You don't know what your doing. Leave it in the water for ALL tests.
