Outboard Mounting Armstrong Bracket

What is the proper location for the cavitation plate on an outboard when being mounted on a Armstrong floatation bracket?

It depends on the hull shape, load and use. The water flow rises aft of the stern. How much it rises depends on the shape of the bottom. The goal is to have the cavitation plate about 1/4" lower than the water surface while running. Water should not flow over it.
