Have you contacted Jabatan Laut? (i.e.Port Klang) They will have some statements about safety. And perhaps more leads to powering requirements.

Good Morning, the tug horsepower to barge ratio is used to fiqure out which tug is suitable for towing or pushing a certain barge with cargo.

How true. But this ratio was orignated by Oil Companies for safety purposes, when pushing, or towing alongside. Every Tug and Barge company has one and are all different. What I was trying to relate this to is a tug pushing a loaded scow full of rocks.

Towing Manual

Google Navy Towing Manual or Army Towing Manual - these are US Gov't manuals that contain a lot of emperical data and a structured approach to the problem. Both are available on the internet.
