ABS HSC Rules

Could anyone please explain how to use the coefficients N1, N2 and N3 in the ABS HSC rules for bottom design pressures, Part 3 Section 8, P.49?

I am confused by the comma punctuation between the bracketed numbers as follows:

N1 = 0.1(.01,.069)
N2 = 0.0078(0.0078,0.0016)
N3 = 9.8(1.0,0.44)

In the brackets the first number is SI or metric units, the second (after the comma) is US or English units.
