Is the fuel coming out the exhaust? Is the engine hard to start? (My vintage 'Rude was!) If so, most likely it is just unburnt fuel passing through the exhaust. Also, older outboards don't run well at idle and misfire, also passing unburnt fuel out the exhaust.
