yamaha 30 HP vs 28HP powerhead

Good day ladies and gentlemen
I would like to know if the cylinder block for an old model 689 30AE
is the same as for what appears to be a very similar 28 HP motor.
Was the difference in HP rating as a result of compression rating or a different throw on the crank? or was there a difference in the bore?
I am trying to restore the 30hp motor but there are apparently some cracks in it. I have access to a 28HP block which i would like to use if possible
