weak spark???

hi,i have an old archimedes penta 25 hp twin cylinder engine,ive got a weak spark on the bottom plug,top one fine,and engine wont start,tried new plugs not that,on checking the points they are very worn and pitted,tho the guy who sold it me said he had changed them....yeh rite,24 years ago maybe......ive swopped the wire over from the the top coil to the bottom one and vice versa and get a good spark,so the coils are ok,culd it be the points and condensers or is it something more deeper......thanx in advance guys,regards,jeff
