Shift Cables

When I turn the prop in forward it makes a clicking and turns, it sounds like a clutch dog is not properly ajusted. When its in reverse it is locked in postion and when I move it into neutral it moves without sound. When moved from forward to neutral it makes a slight clicking sound. Can this problem be solved by adjusting the shift cables.

redtec thanks for the information, it is a merc and it may have always been this way. I haven't run this engine in quite awhile.
