Trying to get my neighbors outboard running. 4 cycle about 4 years old. Been sitting for over a year. It will start and run on full choke, as soon as the choke is moved in it dies. Cleaned the bowl and both the screw in jets. Every thing seems to be unclogged. What am I missing?

Finallyfound the plugged jet. Despite soaking in carb cleaner for 2 hours, still needed a piece of wire to clean it.

You have learned an crutial procedure when tuning.A jet may appear to be clear, even using air preasure. but it must be properly cleaned. It takes many years for some people to discover that, but it must be done gently.
