My outboard bogs when I accelerate

It seems my spark control gizmo under the fly wheel altough its new as per last season dosent advance enough even when i pull up the fast idle lever. Examining the numerous swivel points in the linkage it seems that there is too much play to and my adanve loses in the translation... any ideas?
