Carburator flooding on Evinrude 15hp

I exchanged the valve but obviously the float level is wrong, and I don't have the tool that they made for checking the correct level. Does anybody here have the tool? If so, all I need is for you to measure it and tell me how many mm it is from the gasket surface to the top of the float.

Can't help with specifics. If it is flooding because of the float valve is not stopping incoming fuel then I would bend the float arm so it stops incoming fuel a couple mm's before the float reaches the top of it's travel. It is a good place to start until you get the official distance.

Problem solved

When held upside down, the top (now bottom) of the float should be parallel and in line with the gasket surface of the carburator body. Apparently this rule of thumb applies to a great number of OMC/Johnson/Evinrude engines.

Will it be right level for my Mercury 650 1970 too??
..and how do I change level? shall I bend the float arms or modify the spring on the float?

PeO, the best guess is that it should be horizontal because that design gives the best closing force on the valve. You adjust it by _carefully_ bending the metal. Keep it away from the needle (or remove the needle) while doing this, as you will destroy the valve if you accidentally push it into its seat. Try holding the base with a pair of sharp nosed pliers. Var försiktig
