1988 50 hp Evinrude throttle problems

A friend of mine has a 1988 50 hp Evinrude. There is a problem with the throttle. When they open it up it races, but when they try to back it down it won't come back down. They checked the linkage and all that is freed up. The only way to get it to come back down is to shut the key off. Any help would be greatly appreciated.

Is the roller that follows the rotation of the advance mechanism and works the trottle following the cam properly ???

Most throttle valves are spring loaded to the closed position. Check to make sure it still works.

The butterfly roller valves do work properly. It does disengage when you pull the throttle back. When we pull the throttle back to the neutral position, the governor does not go back to idle.

the hand throttle does not work the butterflys it moves the advance mechanism under the flywheel ....as it rotates the roller follows the cam ...if the roller is in contact with the cam then its the linkage to the advance that is at fault ....move it directly by hand to try it ....you should see it all work ok without the engine running ....

It seems that is either binding or the spring is broken.
