wellcraft elite fuel gauge problem

I just bought a 1986 wellcraft elite 21 foot cuddy cabin. The fuel gauge reads empty. I have heard one time if it reads empty it is one thing if it reads full it is something else. I am not sure if it is just a loose wire or what. What are things I should try I really don't want to be out and run out of gas. Also does anybody know were I can locate a users manual for this boat Thanks.
