Are you saying the ABYC std is out of date as well as the sterling data?
That sounds right to me.

The ABYC std has changed since 2002 mentioned in the Sterling quote only by incorporating an open circuit warning but it was never a standard for the UK at least, in fact the UK electrical regs stated that no switched device should be in an earth wire, which is what a GI is. However there are some failsafe GI available from a US firm called Dairy something... I'll have to look it up.

I think you should take professinal advice on this ..certainly the hull should be earth ....I know you are not on 240v but many have been killed getting off boats not knowing the hull was at 240v and the bank was earthed . You must comply with your countries regulations and that of the marina ..

I have not seen the words "qualified Marine electrician" under anybodys name on this site

Absolutely... he is! 50 volts is enough to kill in the right circumstances!

Some of us perhaps are more widely qualified/experienced than just that and wouldn't want to be pigeon holed! Anyway I didn't realise this was a job interview, after starting work as an apprentice electrician nearly 50 years ago I'm now trying to wind my business down and retire!
