Reasonable amount of reserve buoyancy for a 16' cat?

I'm curious what the 'standard' percentage of design weight is usually provided for reserve buoyancy. I assume that both hulls need to be designed to provide roughly this amount each as the maximal loading will be when flying a pontoon (i.e. all the weight will be on one pontoon and the sail's downforce will be the greatest).
