It is easy - send enquries to builders You want, and those in Pattaya area who accept such refit job are 90% scam yards Not sure about Phuket, maybe You can have it done there.

How can I tell, from an email, who the good 10% are?

Or do I just randomly pluck them from the replies?

Anyway I would recommend to go see the yards and look at launching record before making contract. The situation is simple: those who are good already have enough newbuilding job, they won't touch headache with refit. Those who just want Your money will take it and Your boat will stuck there for many years
