Work Boat Ideas ? For Lake Erie

I would like to build a work float for my 5,000lbs mini excavator and haul 8ton or 16,000lbs of rock,Do i need spuds? how big of motor? I need to work on the beach in 1-2 feet of water So i need to draft very little,waves on a work day could reach 2 feet bad weather 4-5 feet so i dont want to be to lite.If i could stay at 8.5 wide feet i could haul it anywhere .Do you have to register a barge?
