super hydrophobic material for barnacle prevention?

http://www.associatedcontent.com/art...uld.html?cat=3

Do barnacles grow on the surface of the water? No.
This material is supposedly easily applied, will not wet, keeps a layer of air against itself even underwater.
I was thinking it might work to fool barnacles and other marine growth.
