Anybody heard of or seen this new ovenless powdercoat equipment?

Yep! It uses I/R heat lamps to get the object to needed temps in order to melt the plastic powder. I imagine the initial expense would be considerable, as it seems the target market would be items too large to go into an oven.
All other equipment would be the normal stuff.

The unit I saw is propane fired powder coat sprayed on any large project... boat bottoms, bridges, large equipment... quite impressive.

Dan, are you saying the application gun is heated by propane? If so, I wonder how they get the powder, (now fluid), to accept a charge in order to get uniform application to the object being coated.
