Interprotect 2000E over antifowling

does anyone know if its possable to paint Interprotect 2000E over antifowling
The bottom has a heavy layer of antifowling i think its micron, does the hull have to be totally clean or can a few patches of old fowling be left on, my concerns are that the old fowling will cause the Interprotect 2000E to lift. just wondering if anyone has done this in the past

try a very sharp scraper one hand on the handle to pull the other over the head of it to apply light pressure, you may be very suprised how much control you have and how little effort it will take
