I need to place my paddle boat on a portable dock before dragging it up the slope which is rocky. I intend to fabricate a 'plywood sandwich'. Two sheets of treated plywood with 4" sheet of blue Styrofoam in between. What do I need to do the Styrofoam, if anything, to assure its buoyancy?

Noting, it is closed cell foam. You could paint the exposed edges with any latex paint to prevent UV degradation.
