Advice Please

I am working on restoring a 1960 14’ Elgin fiberglass boat. The hull has many small holes and deep scratches. A previous owner gutted the boat and laid down pine wood planking, 1” x 1” pine strips running the length of the boat. Then put the stringers down and coated the top with fiberglass mat and what appears to be epoxy bedliner in a rather poor fashion. I now have the boat stripped down to the hull and the entire inside is sanded down to the original fiberglass.
What type of fiberglass should I use to restore the hull from the inside? I do not know if I should go with cloth, mat, roving, biaxl, tape, or a combination of layers.
I plan on using system three epoxy. Should I also use a filler along with the fiberglass?
I assume the strip planking mentioned earlier is not supposed to be there and I want to make sure to do the job right while staying within a budget and making the boat very strong.
Also, I am considering putting a layer of fiberglass cloth on the outside, is this necessary?
I have made wood canoes before and have glass experience but not sure what to do in this situation.
