Proper permits/license for boat sales?

Not sure which forum, but here goes.. When selling boats in various states in the US, how does one go about finding out what is needed. For example, viewing some applications for the larger boat shows (as an exhibitor), they ask for proof of state dealer license or an MSO. I dont know about the dealer license and am wondering how to find out about it? Also, while Im at it, the MSO (manufacturers statement of origin) is provided by the yard that is building correct? Anyone care to expand exactly what an MSO is?
