No power steering

I have a Formula 242 SS with VP 271 C (Chevy 350) with 290 duoprop drive. I bought the boat a year ago and the power steering didn't work. My thought was that it must be the power steering pump that fails, but can it be some internal leak in the servo unit?

Can this be checked up without replacing parts and hope for luck?

Check the oil pressure at the pump.
