Do I have to change Case water PUMP

my boat is overheating, i bypaased the lower unit with a water hose and the engine is running cool now. my mechanic just chnaged the impellar in the outdrive. so i took the outdrive off and opened it up. he only changed the imellar and not the housing for it. he charged me 60 bucks for the lowerunit kit also.

do the housings case go bad also?maybe thats why i was not getting good water pressure?

only other thing it would be is the water circulator pump on the engine!@
