1987 MERCRUISER 165 hp INLINE 3.7L 4cly

THIS BOAT BELONGS TO A FREIND OF MINE AND HE HAS HAD MANY PROBLEMS WITH IT.FIRST ONE WAS CAM WAS BAD LOB TO WORK THE FUEL PUMP,WE CHANGED IT TO ELECTRIC FUEL PUMP.WE TOOK BOAT OUT, SOME TIMES IT WOULD TAKE OFF FINE AND SOME TIMES IT WOULD GET UP TO 40 MILES AND HOUR AND JUST CUT BACK TO ABOUT 30 to 32 MILES A HOUR .IT WOULD RUN AT 30MPH AND JUST TAKE OFF TO 40MPH IT WOULD RUN 40MPH FOR A FEW MIN. AND CUT BACK TO 30MPH.SINCE WE HAD THE BOAT OUT WE INSTALLED POINTS COND. CAP ROTOR WIRES PLUGS AND COIL.I FOUND A LITTLE BIT OF OIL IN THE TOWER OF THE COIL WHEN I PULLED THE COIL WIRE OFF.BEFORE ALL THIS I HAD THE CARB. OFF I CLEANED IT WITH CARB CLEANER.I DIDN'T SEE ANYTHING IN THE CARB.ALL THE JETS WERE WORKING AND OPEN .THE ACCELERATOR PUMP WAS PUMPING OK.THE FLOAT LOOKED LIKE IT WAS PARALLEL WITH THE BODY OF THE CARB.OH THE VERY FIRST THING WE REPLACED WAS THE CHARGING SYSTEM THE STATOR WAS BAD WE CHANGED IT TO AUTOMOTIVE SYSTEM WITH A ALTENATOR ,THAT WORKS FINE. WE ARE GOING TO CHECK THE TIMMING BEFORE WE TAKE THE BOAT BACK OUT SUNDAY.AFTER ALL THIS IF IT STILL DOESN'T WORK OK WE DON'T KNOW WHAT TO DO.I WANTED TO KNOW IF THIS IS A COMMON PROBLEM WITH THIS ENGINE AND WHAT IS WRONG WITH IT??.I JUST DON'T THINK WHAT WE DID TO THE ENGINE WILL STOP THE PROBLEM. HELP US IF YOU CAN.WHEN WE HAD THIS PROBLEM WHEN THE BOAT WAS RUNNING I CHOKED THE ENGINE TO SEE IF MAYBE SOMETHING WAS IN CARB.AND ISHOOK ALL THE WIRES ON COIL AND ALL OTHERS ON ENGINE TO SEE IF THAT WAS THE PROBLEM.AFTER DOING THIS IT STILL RAN THE SAME.HELP HELP!!!! Your chances of getting help will increase considerably if you rephrase your post so that readers can understand it.
Switch the Caps Lock off (left side of the keyboard, 3rd row), describe the problem and explain what you did about it, in chronologic order.

In the mean time, check for an inline fuel filter; it could well be blocked.
