water in bilge of old boat

i bought an old 14' fiberglass boat. i believe it's from the late 50s early 60s. i found water in the bilge. i guess the person before me never pulled the plugs and drained it. what should i do to make sure its not rotted in there. i really don't to have to tear the deck up but i will if i have to.
