transverse bottom frame in a powerboat (wood,plywd,molded frp part)

Hi,what is the advantage of a transverse frame(in a power boat V-hull)which is fixed at the keel and pinned or hinged at the chine rather than fixed both at the keel and at the chine?

Looks like they bolted the skin to the frame...could be wrong
