In the descriptions of boats everywhere is written that the body of solid fiberglass.
it is not made as a sandwich

That's the first good news so far !! From now on things can only get better !!
Will be interested to see what you find when you start to peel off the outside layer and what you could find on the inside of the hull after some careful inspection !! Look everywhere !! Under bunks, in cupboards ,everywhere !! Take a good light and the camera with you and don't miss one single place !!

Now i am looking way ahead !!!,you could have to re-skin a good layer of glass over the complete outside of the hull . Double bias is easy to work and if you use PEEL PLY At the same time it will make a much better job and save time with the final preparation for Painting the hull, It will be made of polyester resin so you have two choices , One you should try to find Vinyl-ester resin or Two the more expensive option Epoxy !!
Me i would stay with Vinyl-ester resin its good and easy to use ,and you could gel-coat over the outside when you finished !
Plus if there are repairs to be done to the main body the same resin can be used for that as well .
Just trying to think way ahead of you !!

...mate, better take all this with a pinch of salt, just have someone in the yard spend two minutes with you and you will know immediately what is up, I still say it looks like surface crap, but the pics do not really let me see the boat, hopefully it IS the surface coating and there is really bugger all wrong with the boat.

From the photo you can not discern what exactly happens the more likely the former owner to pass the boat underwater paint several times without taking your old corrosive passed at some point and see if you cleanse If yes then do this job all over the vessel
